Law of International Organizations

Module 1 — Foundations of International Organizations

Students are introduced to international organizations as institutions created by agreements or other legal instruments between States and, in some cases, other international actors. The course examines why organizations are created and how their legal mandates differ.

Module 2 — Constitutive Instruments and Legal Personality

Students learn how an organization's constitutive instrument establishes its purposes, organs, powers and procedures. The course introduces the concept of international legal personality and explains why the scope of an organization's legal capacity depends on its applicable legal framework.

Module 3 — Powers, Competence and Institutional Limits

Students examine the principle that an international organization must operate within the authority granted by its constitutive framework. The course introduces express and implied powers and emphasises that institutional convenience cannot automatically create a new legal power.

Module 4 — Privileges and Immunities

Students are introduced to privileges and immunities granted to international organizations and certain officials to enable them to perform their functions independently. The course explains that such protections arise from applicable legal instruments and are not necessarily unlimited.

Module 5 — Responsibility and Accountability

Students examine the basic principles governing responsibility for internationally wrongful conduct by international organizations and the importance of accountability, oversight and lawful decision-making. The course distinguishes institutional responsibility from the separate responsibility of individual officials.

Module 6 — International Cooperation and Dispute Resolution

Students learn how international organizations cooperate with States and other institutions and how disputes involving organizations may be addressed through negotiation, internal procedures, arbitration, judicial mechanisms or other methods depending on the applicable framework.
