This is a pathway skeleton. The role courses identified below are the planned course structure to build when this pathway is developed. They do not mean that the courses, lessons or assessments have already been built.

STAGE 1 · FOUNDATION

Required legal foundation. Required legal and international enforcement knowledge remains distinct from Academy education and is assessed separately where required.

STAGE 2 · ACADEMY

Foundation Academy learning teaches how the Court works and provides the common Court foundation.

STAGE 3 · PRACTICAL DEVELOPMENT

Enforcement Experience & Development

Candidates may develop relevant enforcement experience alongside education and training. Education alone does not appoint or authorise an Enforcement Officer.

  1. Enforcement procedure observation
  2. Supervised warrant and order execution preparation
  3. Lawful use of authority and safeguards
  4. Cross-border enforcement coordination
  5. Secure evidence and records handling
  6. Progressive responsibility as competence is demonstrated

Relevant experience may be developed alongside education and training. Participation in training or supervised Court work does not itself confer appointment, authorisation or legal authority.

STAGE 6 · COURT ASSESSMENT

Court Competency

Determine whether an enforcement candidate has demonstrated the practical and professional competency required for the proposed Court role.

Written Examination

Assess legal, procedural and enforcement knowledge.

Enforcement Problem

Assess lawful authority, safeguards and structured enforcement reasoning.

Practical Simulation

Assess safe, lawful and procedurally correct enforcement actions.

Incident Exercise

Assess response, documentation, evidence integrity and accountability.

5

Oral Assessment

Assess professional judgement, ethics, proportionality and understanding of legal limits.

Boundary: Completion of Academy courses or practical training does not itself establish Court competency, appointment or enforcement authority.

Outcome: Court competency determination recorded separately from Academy course results.

STAGE 7 · COURT SERVICE

Supervised Service

Provide supervised enforcement service after successful completion of the separate Court Competency stage.

  1. Court Competency completed separately
  2. formal Court appointment or authorisation before enforcement service begins
  3. assignment to an authorised enforcement structure
  4. supervised participation in enforcement work
  5. documented performance and conduct review
  6. completion of the supervision period or requirements established by the Court

Service boundary: Supervised Service is not an Academy course and does not begin solely because Academy courses have been completed.

IMPORTANT PATHWAY BOUNDARY

Learning is not appointment

Completion of International Law study, Foundation Academy learning, future role courses or practical training does not itself establish Court competency, appointment, authorisation or legal authority. Those matters remain governed by the applicable Treaty, Court Rules and separate Court procedures.
