This is a pathway skeleton. The role courses identified below are the planned course structure to build when this pathway is developed. They do not mean that the courses, lessons or assessments have already been built.

STAGE 1 · FOUNDATION

International Law

Required legal foundation. Required International Law knowledge remains distinct from Academy education and is assessed separately where required for Court competency.

STAGE 2 · ACADEMY

Foundation Academy

Foundation Academy learning teaches how the Court works and provides the common Court foundation.

STAGE 3 · PRACTICAL DEVELOPMENT

Prosecutorial Experience & Development

Candidates may develop relevant prosecutorial experience alongside education and training. Education alone does not appoint or authorise a Prosecutor.

  1. Case and legal research
  2. Supervised evidence assessment
  3. Supervised prosecutorial preparation
  4. Witness and victim interaction under appropriate safeguards
  5. Drafting and review of prosecutorial decisions
  6. Progressive responsibility as competence is demonstrated

Relevant experience may be developed alongside education and training. Participation in training or supervised Court work does not itself confer appointment, authorisation or legal authority.

STAGE 5 · PRACTICAL TRAINING

Practical Prosecutorial Training

Separate practical stage covering:

  5. Witness and victim preparation exercise
  6. Pre-trial and trial advocacy exercise

STAGE 6 · COURT ASSESSMENT

Court Competency

Determine whether a prosecutorial candidate has demonstrated the practical and professional competency required for the proposed Court role.

Written Examination

Assess legal knowledge and prosecutorial application.

Legal Problem

Assess jurisdiction, offence analysis, evidence and structured prosecutorial reasoning.

Case Theory Exercise

Assess charging, evidence strategy and legally grounded case preparation.

Simulated Hearing

Assess courtroom advocacy, procedure and fair participation.

5

Oral Assessment

Assess legal reasoning, professional judgement, independence and ethical decision-making.

Boundary: Completion of Academy courses or practical training does not itself establish Court competency or appoint a person as a Prosecutor.

Outcome: Court competency determination recorded separately from Academy course results.

STAGE 7 · COURT SERVICE

Supervised Service

Provide supervised prosecutorial service after successful completion of the separate Court Competency stage.

  1. Court Competency completed separately
  2. formal Court authorisation before Court prosecutorial service begins
  3. assignment to an authorised supervising prosecutorial structure
  4. supervised participation in Court work
  5. documented performance and conduct review
  6. completion of the supervision period or requirements established by the Court

Service boundary: Supervised Service is not an Academy course and does not begin solely because Academy courses have been completed.

IMPORTANT PATHWAY BOUNDARY

Learning is not appointment

Completion of International Law study, Foundation Academy learning, future role courses or practical training does not itself establish Court competency, appointment, authorisation or legal authority. Those matters remain governed by the applicable Treaty, Court Rules and separate Court procedures.
