This is a pathway skeleton. The role courses identified below are the planned course structure to build when this pathway is developed. They do not mean that the courses, lessons or assessments have already been built.

STAGE 1 · FOUNDATION

International Law and Rights Foundation

Required legal foundation. Required legal and rights knowledge remains distinct from Academy education and is assessed separately where required for the Court function.

STAGE 2 · ACADEMY

Foundation Academy

Foundation Academy learning teaches how the Court works and provides the common Court foundation.

STAGE 3 · PRACTICAL DEVELOPMENT

Victim & Witness Services Experience & Development

Candidates may develop relevant protection, participation and support experience alongside education and training. Service authority depends on the applicable Court role and safeguards.

  1. Victim and witness rights observation
  2. Supervised intake and participation support
  3. Protection and risk assessment practice
  4. Confidential communication practice
  5. Referral and support coordination
  6. Progressive responsibility as competence is demonstrated

Relevant experience may be developed alongside education and training. Participation in training or supervised Court work does not itself confer appointment, authorisation or legal authority.

Practical Victim & Witness Services Training

Separate practical stage covering:

STAGE 6 · COURT ASSESSMENT

Court Competency

Determine whether a candidate has demonstrated the practical and professional competency required for the proposed Victim & Witness Services function.

Written Examination

Assess rights, protection, participation and Court-service knowledge.

Protection Problem

Assess structured risk assessment, safeguards and referral decisions.

Simulated Case

Assess practical support, communication, confidentiality and procedural boundaries.

Records Exercise

Assess secure handling of sensitive participant information and records.

Oral Assessment

Assess professional judgement, ethics, safeguarding and role boundaries.

Boundary: Completion of Academy courses or practical training does not itself establish Court competency, appointment or authority to exercise a protected Court function.

Outcome: Court competency or applicable authorisation determination recorded separately from Academy course results.

STAGE 7 · COURT SERVICE

Supervised Service

Provide supervised Victim & Witness Services after the applicable competency and authorisation requirements have been satisfied.

  1. applicable Court competency completed separately
  2. formal Court authorisation or appointment where required
  3. assignment to an authorised Victim & Witness Services structure
  4. supervised participation in Court service
  5. documented performance and safeguarding review
  6. completion of the supervision period or requirements established by the Court

Service boundary: Supervised Service is not an Academy course and does not begin solely because Academy courses have been completed.

IMPORTANT PATHWAY BOUNDARY

Learning is not appointment

Completion of International Law study, Foundation Academy learning, future role courses or practical training does not itself establish Court competency, appointment, authorisation or legal authority. Those matters remain governed by the applicable Treaty, Court Rules and separate Court procedures.
